New York's How to Shoot Up Heroin Pamphlet

New Yorkers aren't happy that the government offiials spent $32,000 to print a 16 page pamphlet with instructions on how to shoot up heroin, the safe way.  Of course you can never please all of the people all of the time.  It seems to me that this pamphlet could prevent the spread of diseases like HIV.
